Early Life and Education

Born on 20 May 1990 in Nawalparasi, Nepal, Toshima Karki developed a passion for education and public service from an early age. After completing her schooling at Shaheed Dharmabhakta School in Nakkhu, she went on to pursue her higher secondary education at Modern Indian School in Chobhar. Subsequently, she earned an MBBS degree from KIST Medical College in Lalitpur. Building on this foundation, she further specialized by completing a Master’s degree in General Surgery from Kathmandu University.

Medical Career and Activism

Dr. Karki began her career as a surgeon and lecturer at the Patan Academy of Health Sciences. She also worked at Patan Hospital. Alongside her medical practice, she became a vocal activist for healthcare workers’ rights.

Between 2014 and 2015, she played a key role in leading movements for intern doctors and medical students. In particular, this included the notable “Save Medical Fraternity Movement.” As a result, her efforts led to legal reforms that introduced “jail without bail” provisions in the Act on Health Institutions and Health Worker Safety. Consequently, these measures aimed to curb violence against healthcare professionals.

Her commitment went beyond hospitals to humanitarian work. After the 2015 earthquake, Dr. Karki organized medical relief and health camps in remote districts like Sindhupalchok, Ramechhap, Nuwakot, and Lalitpur. She also launched the “Warm in Winter” initiative to help flood and landslide victims in Sunsari, Rautahat, and Inaruwa. During the COVID-19 pandemic, she worked tirelessly to provide safety kits, oxygen cylinders, and home isolation support for patients and frontline workers.

Role at Nepal Medical Council and Move into Politics

On 28 November 2021, Dr. Karki was elected as a central member of the Nepal Medical Council (NMC), earning the trust of medical professionals nationwide. Soon after, her focus shifted to national politics.

In preparation for the 2022 general elections, she resigned from her NMC position on 5 December 2022 after securing her candidacy. Her journey faced a major hurdle when the Election Commission barred her from running, calling her NMC role a “position of profit.” Showing resilience, she challenged the decision in the Supreme Court and won, clearing her path to contest the election.

Political Rise and Parliamentary Role

Representing the Rastriya Swatantra Party (RSP), Dr. Karki contested the 2022 Nepalese general election from Lalitpur-3. She won a decisive victory with 31,136 votes (53.55%), defeating senior leaders such as Amrit Khadka of UML and Pampha Bhusal of the Maoist Centre. On 22 December 2022, she took office as a Member of Parliament in Nepal’s House of Representatives, replacing Pampha Bhusal.

Minister of State for Health and Population

On 17 January 2023, just weeks after entering Parliament, Dr. Karki was appointed Minister of State for Health and Population in Prime Minister Pushpa Kamal Dahal’s coalition government. Her tenure lasted until 5 February 2023, ending when her party withdrew from the coalition. Despite its brevity, her appointment highlighted the rising influence of young professionals in governance.
